As I understand the post, you want Kato to re-run the F40ph in additional paint schemes. This is a model Walters has also done. If I am misunderstanding the points made in the thread, please correct me. I'm not a diesel kind of guy.
Nevertheless, the following applies to any desired model.
1) Have you contacted Kato with your request?
2) As a small Japanese company primarily focused on models of Japanese prototype, perhaps Kato doesn't have information on the paint schemes in question. Do you have photos and drawings and perhaps even specifications to help Kato make an accurate model? I have seen this approach work in the past. A modeler desires a model of a particular prototype. He approaches a manufacturer for which the desired model does not represent much change in tooling. The modeler provides an information package with dated photographs (because most prototypes change over time), drawings, and specs to the extent possible. Said manufacturer makes model, and it sells well because the information provided helps the manufacturer avoid glaring errors and criticism.
3) The process is further enhanced if you guarantee some sales with deposit money.
Most model railroad locomotive and car manufacturing starts out exactly this way. A group of friends (may only be one or two people) decide on a model they want, gather the information, gather the upfront money required, commission a manufacturer (may be themselves), and sell the excess production.
