When I clicked on the link through Firefox, it instantly downloaded it. I run the full Norton 360 package, and it did not flag the file. I think it is safe. Check for Malware, or the protection you have, you may have to uncheck these type of files.
And also Ms Edge did block it... Well you stopped the problem. Thanks
