What is this Precision Manufacturing Item?

What is this? I found it in some HO stuff. It is made by Precision Manufacturing of San Antonio, Texas. I presume it has something to do with HO scale and probably HO brass steam. Precision Manufacturing used to make the test tracks that you could balance or quarter your steam engine drive wheels while it ran in a stationary position on your work bench. I presume this item is somehow related to that. Here is the picture:

They were only briefly into model rail stuff, and found market to slow(like ERTL) and are still doing quite well making entirely different merchandise.

On the other hand Precision Miniatures whose line ( of DJH made ) loco kits of SAR prototypes is still going strong ,(on the wwws also), and that would have been a much bigger loss to the model railroad world.
