Chris I took that picture in 1986. It was right near the old P&LE station that had been turned into a shopping complex. I do have more photos of that day that will post when I get a chance.

PATH (Port Authority) which is Pittsburgh's mass transit agency had all their PCC cars painted in different colors and many of them had themes.

Unfortunately I understand that they have all been replaced.
