It's matte medium and water. You'll have to play with ratio of water. It should coat your finger. Modd Podge is available at craft stores and fairly inexpensive. Scenic Express has matte medium by the gallon.

No problem using white glue and water. It will result in crunchy scenery that is not water resistant. And that's good sometimes. Particularly when you are learning. If you shop carefully, this can be cheap. Although cheap isn't necessarily the best over the long term.

Thanks. I was watching a demo from woodland scenic and they were putting earth undercoat over the plaster to look like dirt. What should I used in place of that - light brown paint may be?
