What graphics/picture resizing program will print out the original picture to the reduced size preferred
The one I found will reduce the size in the computer but when I print it out the picture is the same size as the original.

You also need to adjust the printer's settings. That's probably the most important factor when reducing size to print.

What OS are you using? What graphics format are you working in? For Apple Mac I suggest "Graphic Converter" as the best. Working in TIFF is a memory hog but gives the least loss, but PNG gives a good result with less intense memory needs. Avoid JPG. In the end, I agree with Niebla de Fuego, especially if you are using something like an ADOBE program (Illustrator or Photoshop) and adjusting the printer settings is the best route.
