battery discharger?

    how can i make my own discharger? I stumbled across a site once that had a guide on how too, but i cant find it anymore.

    put your car on a stand and let the motor run until the wheels stop spining.then immediately,disconnect the battery.wait at least ten minutes before charging.thats good enough for cheap,low end batteries.for nicer,more expensive batteries,use a charger/discharger with peak detection.
    you can make a cheap discharger out of a half dozen auto motive 12v light bulbs and let them drain out the battery.for a 6cell pack dont drain it lower than 7.0volts.
    also if you want to peak you battery,use a volt meter while it is charging.when the battery starts to get warm,watch the # of volts that it reads.they will go up and then stop.then they will start to drop.when the # drops 0.02volts ,it is then peaked.
