a russian military vehicle site and a question about a part

Here's a russian site about some military vehicles. Not sure if this is posted here before or not.

And, after viewing those beautiful model layout, there is a part which I fail to imagine what is it and how can we make it. I try to circle it in attached picture. Does anyone can help me figure out what is it? How to make it?

Yes. I agree. 5 strips for 5 wheel assemblies.

(I wish I had noticed that.)

I would imagine you fold the wide bits and glue,
then maybe trim off the narrow bit ?

Or perhaps fold the narrow bit inside, as packing?
I'd try that dry and test the rolled diameter against the wheel sides.

it looks to me the tire are inteded to be solid with hubs glued to the outside. id be interested to hear about your results.
